It’s called missing because for decades Sydney built very little of it. Planning controls in most established suburbs permitted a single dwelling on a block, and anything denser was pushed to designated apartment zones near transport. The result is a market that offers a family a freestanding house or a two-bedroom unit, with relatively little in between — at exactly the point where household sizes are shrinking and buyers are looking for something smaller than a house but larger than an apartment.

That gap is what recent planning reform is aimed at, and it’s why the change matters for buyers rather than only for policymakers: a block that could only ever hold one house may now hold two, and the product that results has a ready resale market.
